Sorry Darolac, I came to the realization the patch most likely conflicts with some modifications I had done previously with Thomas's all inclusive physics patch.

Tested with BSNES v87 (BizHawk), LM 3.11, SA-1 v1.32, UberASM Tool 1.4.
A neat little patch! Turning can be a bit jarring, but it works well enough. Accepted.

That's, in fact, pretty much intentional.I liked it this way, though o understand why someone can find it strange.

Turning around at P-speed feels very awkward since Mario instantly goes in the other direction while keeping his speed. It's also possible to go so fast with the suggested maximum speed that Mario clips into a wall and dies, though I suppose the speed can just be lowered.
