im a prefect! (bullying or not?)

So, I've been following this potentially viral video of a school prefect going mad at some students. He says some funny things like "I'm a prefect" & "Move like it's World War Three". I was not going to write a thread about it, but now the uploader is defending himself saying that the prefect was shouting at them; how is that bullying? Which could be a good point.

Since this is now news & might end up on TV; let's get the ball rolling early. Is this bullying? If no or so; why?

Kids not listening to prefects is normal, but this one exploded. Is that emotional abuse? Or is it emotional abuse that the prefect overreacted & let it out on them?

Both parties seem to be guilty here of not thinking before they act and of bullying, but it all starts with the prefect. (If the kids don't want to listen to the prefect, that's their problem -- it doesn't justify the prefect going Super Saiyan on them.)

The prefect is in the wrong for intimidating students and putting his hands on them. If he's acting like that at this age, regardless of disorders, he should probably go to anger management counselling or something because it's coming close to a point where he's going to have to integrate with the real world. He will never hold a job acting like that. This should also teach him not to have outbursts in front of the camera. ...and, I don't think someone this unstable should be a prefect.

The uploader is morally wrong for exploiting the prefect's outburst for humor, on the internet, no less, where people have a field day with raging autistics. Once it's out there, you can not take it back. "I didn't know" is not going to stop it. That kid will have to endure even more grief as a result.

All that aside, that remix was pretty rad.

It's like the video where the father shoots his daughter's laptop after saying how much of a shit daughter she was. She looks bad for not appreciating everything her parents have done, but the father is just as bad as her for creating that video and publicly embarrassing her in front of an infinite audience. The sad part is that we'll never see the day where people stop making these type of videos because as much as people recognize the damage they cause, it just means more people can find a way to torture the ones they hate.
Thing is, this perfect ain't perfect, he is an asshole. Its not bulliying, but its the people who asigned him as perfect who have done wrong:
-If it was voted on by students, it is clearly not working
-If it was chosen by teachers, they have to look beyond doing homework...
