Why are so many games unfinished?

I mean, seriously! Even classic games like Sonic The Hedgehog are glitchy! For example, did you know Sega NEVER removed the japanese credits? They appear after the SEGA logo at the start! If you change the palette, you can see them! And there was suppost to be a "Press Start" logo on the title, but when you start it, it's invisible, due to a programming error, making it visible only if you beat the game!
And the jumping is really glitchy when you're next to a wall! You could spin, or you could show the walking animation and rise up slowly, or you could not move at all!
Mario games are no exception! You know all those decorations in the Mario 3 OW? 90% of those are level tiles! And 50% of those levelk tiles lead to a level with a pink-and-yellow BG that scrolls like a doomship and has W7 OW music! 30% of it is random glitchy tiles in a 1-screen room, and the other 20% crashes the game!
And to think there are so many "Blank" OW tiles AREN'T used (In W0)! They probably just hurried through it and slammed random tiles everywhere to make it look decorated!

Six words: Big Rigs Over The Road Racing.

The only game to ever receive a 1.0 on GameSpot.

It is a racing game that
*Has no competitors (the other racers just stay at the starting line)
*No object interaction (You can drive right though houses/trees)
*No speed limitation when driving backwards (and you stop instantly when you let go of the reverse button)
*You can drive up any slope, even a 90 degree one (meaning you can drive off the map at which point the game starts glitching out.)

I'M WINNER?
I should get a new layout.

Probably won't, though.
Why? Budget restrictions and deadlines.

And buggy things that are not accessible during gameplay wouldn't exactly be considered as "unfinished". It doesn't have to be efficient, it just has to work.

Cheetahmen II is the most literally unfinished game I can think of. Although it was never released, they were almost ready to do so, so it definitely counts.

After the game's fourth level, there's literally no way to get to the fifth level. Defeating the boss just makes you stuck there forever. If you hack the game, you can get to the fifth and sixth levels- After beating the final boss in level 6, there's NO ENDING. It's just like after level 4- You're stuck there forever.
Just about all games are "unfinished" as you would classify them. Everything is done to get it out as soon as possible while covering up the ugly glitches and whatnot.

With that said, Pokémon Red and Blue. Quite possibly the glitchiest mainstream games ever made.

I have something to say about this. This is less of rushing and more of "the game is coded to allow for this, and it's much easier to just prevent it from ever happening in normal gameplay than to worry about how players MIGHT break everything to kingdom come". Every tile has a level associated with it. Get onto it, and if it's the right kind, you can enter it... SMW is the same way, IIRC. (Correct me if I'm mistaken.)

Honestly, every game out there can be considered unfinished. There's ALWAYS things that get left out of the final game due to running out of either time or space. For an example of running out of time, look at SMW itself. Around here, many people agree it's buggy- and Nintendo themselves admitted it was rushed and unfinished, IIRC. For an example of running out of space... SMG1. (Funny how they ran out of space for the universe. :P) SMG2 is just what they couldn't put into SMG1.

That's really all I have to offer for now. Except perhaps maybe Donkey Kong Land. Did you know that there's some levels with "secret" level end points near the start of those levels? Granted, one of them is EXTREMELY frustrating and difficult, but it's literally below where you start, and it makes you wonder if it was just something that they put there for testing purposes, but forgot to remove. (Who would play through that level normally once they learned of that hidden exit? Well, aside from getting the bonus levels, that is.)

Sometimes, the DLC is on the disc, and you have to pay to unlock it.

I've played many "unfinished" games. Even games you fall through the floor in. I'm serious, But i can't remember the title of those games..
