Well, Ulti has already given his opinion, but meh.
The use of Frame Advance really depends on the situation. It works by you Pausing the game, and every time you press the Frame Advance button (customizable under Input--->Customize Hotkeys, or ALT+F9. Left column, 4th from above) the game advances one frame. By holding other buttons while pressing Frame Advance you can frame-perfectly choose your input. This is a great help for glitches such as P-jumping, the Hopping Glitch, 6/5-running and whatnot.
It takes a little time to get used to it, and you have to be really careful with your savestates. For walljumps etc. I prefer /4 slowdown over Frame Advance, but for a TAS slowdown isn't good enough in my opinion.
Also Frame Advance becomes easier while recording a video, because you can show the frame number (by pressing "."). This helps for avoiding problems with the input lag (3-4 frames, I forgot)
Shot summary: Frame Advance is a great tool, but it takes a bit of time to get used to it. For testing your own levels etc. I'd use slowdown, but for making TAS'es it's extremely useful.

my guess is he used the shell to get by the coin block wall, then was able to get to the live before his p switch time was out, thus he could get in and out with the live.
