Very much agreed. If people who submit crappy hacks don't read the normal submission rules, then they most likely won't read these ones either.

Even if there was a sign that displayed when someone was about the submit their hack that said, "Have you read the rules yet? If you haven't, read them and make sure that they apply in your hack," I don't think the number of crappy hacks coming in would change.
The way I see it, there is no solution to this problem. If we put a link to the Hack Submission Guidelines on the upload page, it wouldn't make a difference, as people just want to upload their hacks as quickly as possible. I just don't think there is a solution to this problem.

Well, to be honest, if people did follow these 'rules' then maybe the hack mods may (finally) be letting off steam, thus being less demand in them having to look at pixel perfect things, expecting them to be OK.

Sometimes I cheat and check file hashes first to see if anything has changed at all :V

Well, maybe these sites could possibly appeal to 'wrongly' banned users (if any) o that they could hack and ask for help etc. on other sites - or just be general spammers waiting to be banned again.

Roms are illegal that's why we tell you to upload IPS patches.
I personally find it amusing to look at the junk people try to submit to the site. Especially when it's the same obvious stuff, over and over again.
Why not just make a seperate section for first/second/third time submissions? Have the site notice if you've posted before, and redirect you upon clicking apply. Then select some people who have no problem reviewing those 5-minute hacks, such as myself, and have them operate on those submissions.

Granted, people could take advantage of this by posting four times, but you can avoid such tomfoolery. Simply make it so the people who moderate the bad hacks, can decide if a fourth post may be a bad one. For example, say FreddyKrueger submitted his hack for his third, time. If, since his first submission, he has neglected to follow any guidelines, the moderator(s) whom are reviewing such a hack, decide whether or not the hack is worth the Hack Moderators' time. If not, (s)he will continue to be redirected to such a submission form until improvement is shown. Hack Moderators also may have the power to push hackers down to the submission form [to which I am referring to], as they see fit.

Oh and guys, these simple steps will help the hack moderators out with their job. Think of it as you were hack moderators and you kept rejecting the hacks because the person submitted a ROM or any other reasons, it does these awesome mods a favour.
