You Don't Have A Background On Layer 2. You Can Have A Layer 3 Background.
Thats the thing. I didn't add ANY background but it still showes a gliched sky.The Game

You have Layer 2 interact, and a BG? How did you do that?

Is the level a Vertical level? If so, would you happen to be talking about a bar/strip of garbage that appears?
Hmmm, make sure that you are using the correct layer 2 level setting (setting 02 under the mario head icon), and also check under the "Change other propretys icon". If it says tileset specific under layer 3 settings and you have no idea what that does for your level, change it to no layer 3. Hopefully these things should get rid of it.

YES There's a strip of random tiles which are in the Background!

Firstly, that is not a layer 2 level. It's just a normal vertical level with a blank background.

Secondly, try changing the layer 2 vertical scrolling rate to Slow or None, and messing around with the layer 2 initial positioning. And if your entrance is located on an odd-numbered screen, you'll most likely have to move it to an even-numbered one to get rid of the background garbage.

Okay, is your vertical level starting on any screen higher than 06? Because that usually causes the garbage in the bg, which i think is fixed in the new LM because of 512 size BGs.

I set the H Scroll to - Varible and V Scroll to - Slow. And made the starting area a even number?

Did it work or not? If not, use V-Scroll: None.
