Is it possible without using YY-CHR to achieve a translucent type effect for ground, or other objects? If so, would I go about achieving that effect in the 8x8 editor? Or is it just with Palettes? | |

Well, you can use modes 1E and 1F. However, mode 1E will turn transparent every tile (I won't think you will like that) and Mode 1F turn makes transparent Layer 2. Also you can use Transparent Layer 3 Generator from sprites section, however if you're using default water, it will look bad). You must have whole layer transparent or not. It's hardware limitation.
You can always do however, palette trickery to simulate that, but it's pretty hard to do.
