Changing Palettes That Aren't Custom

Even if you have custom palettes disabled, you can still edit things in the palette box on the left. Do those work for all levels?
To change palettes on a per level-basis,
1:Go to Level>Enable Custom Palette
2:Click on blue star(14th icon),edit palettes
To change palettes on a global basis(whole rom),just forget step 1

I DON'T WANNA A LAYOUT.
On the Edit Palette window, click "Save RGBs to ROM" if you want permanent palettes.
To answer the question, it works on all levels as long as the "enable custom pallete" is disabled. Warning, there is no reset button for this if you save it.

And when youre editing the palette without enabling the custom one, this will change the shared palette, used in non-enabled levels and the overworld. You might want to use custom palettes for one level changes.
I've learned the collective intelligence of the human race amounts to roughly that of a bar of soap.
In other news, why am I here.
Okay, now I'm changing the palette of the player, but I have already created custom palettes in levels. Do I have to back and change those manually?
You could also take a ROM with the original palettes, export those palettes in the File tab, and import them into your levels. You'd have to do that for every level, but it's much less work in my opinion.

Wouldn't that just put my levels' palettes back to normal?

That's what you said you wanted, right? Maybe I misread your post.
