It's about who did vote for him and who not. Just a tidbit of info, but better than no-kill and no info at all.
Generally it's that the other citizens, the fellow ones, are clueless and also vote (usually).
Mafia knows that the lynched one isn't Mafia so they'd rather say "I don't think he's Mafia" to make themself look less suspicious later on, although they could have no way of knowing if they were citizens. Or, to countertheory this theory, vote when their vote didn't make any difference anyways anymore.
In this case, I'd rather stick to accusing Red C., alexnobody, and Werewolf.
(Not all of these accusations are based on my above theory.)
