Choppy scrolling on SNES9x?

I just got a new PC and everything works great, but when I play SNES games through Snes9x, I notice the scrolling is a bit choppy. It's not super bad but it's just enough to be irritating. I'm assuming there's some sort of setting I can use to fix this but I can't seem to find it. Any help would be great!

I personally have two suspicions that come to mind.

1) Is there frame skip enabled in the emulator? Frame skip is only supposed to occur when the computer can't keep up, skipping the rendering of frames as necessary to try to get the game running. However, I think in some cases, frame skip might activate even with a fast enough PC, so you might want to try setting it to 0 to see what happens.

2) Does the frame rate of the game you're playing mismatch the frame rate of your monitor? PAL SNES games run at 50 FPS, and NTSC SNES games run at 60 FPS. That means depending on which games you're playing, your monitor should also be running at 50 Hz or 60 Hz respectively. If it isn't, you might experience choppiness. For example, if your monitor runs at 75 Hz, than any SNES game will likely appear choppy to you. Using multiples of 50 or 60 should be fine, though. For example, if your monitor runs at 120 Hz, plaiyng NTSC games at 60 FPS should work just fine. In short, I recommend checking the refresh rate on your monitor and maybe switching it.

I messed around with the refresh rate and stuff, but it didn't really seem to help. I'm starting to wonder if maybe it has something to do with how big the monitor is, but I don't see how that could really be an issue per se? It seems to mostly be in the background as far as I can tell. It just doesn't scroll all that smoothly.

It kinda looks like a frame skip but it still happens even at 0, I'm starting to wonder if that's just how this looks but I swear it was smoother with my older computer.

My monitor is 27 inches and can run up to 165Hz (I've tried pretty much every refresher rate possible). My old one was 25 inches and maxed out at 60Hz. I've tried Yoshi's Island and Super Mario World, the problem exists in both games so it's probably universal across all sidescrolling games if I had to guess.

Where did you try changing the refresh rate? Did you change it in your system's settings (for example, in the NVIDIA system settings for PCs with an NVIDIA graphics card), or did you change it in the emulator? If you changed it in the emulator, you'll probably have to switch into exclusive full screen mode for the changes to take effect.

Talking about exclusive full screen, the reverse could also be true: maybe you changed the refresh rate in your system settings, but then used Snes9x in exclusive full screen mode, which reset the refresh rate to whatever Snes9x was configured to?
