Hi. Now I do want to mention one thing. You do see a certain layer 2 BG and you may want to convert it to layer 3 format. Teyla did specify BGs with layer 3 material, but for 1, perhaps 2 that I will upload, he didn't say that.
For this BG, some effort has been put into good use. While I wished there were more layer 3 palettes, I did manage it with 8 alone.
I also did this for 2 more people.
Anyway, I'll present you in LAYER 3 format:
Earthworm Jim SNES - New Junk City - layer 3
This is one I targeted, as it was quite easy to turn into a layer 3 BG, but the effort was a high one. I kept on doing this for days, but managed it. Here's the result:
You might still think it's layer 2. The bottom part I had to draw myself to properly connect it.

This layer 3 BG does use 291 tiles. I had to avoid certain tiles, since those repeat.

Normally, I'd be done with this, but I had to convert one last layer 2 BG to layer 3, since the colors the BG uses were 5 in total.
Not sure if another layer 2 BG can be converted to layer 3, but for now I think this one will do. Here's the BG I'm talking about:
Megaman & Bass - Burner Man - layer 3
This is the BG I aimed for this C3.
I should post its features:
-uses all layer 3 palettes: check. You'll need SMB3 status bar here;
-can be 512x512: check;
-made it quite close to the game: did some sacrifices. Still: check;
-comes with 3 ExGFX files+tilemap file: check;
-has its own .pal and .palmask files: check.
If you think New Junk City layer 3 used a lot of tiles, then this BG uses a bit more, totalling 301 8x8 tiles. Want to see the BG? Here:
I had to reduce the color of the big bushes, but still made it accurate to the original. Also, just to confirm it's layer 3:
You might be thinking almost all tiles are scrambled, but this is the result.
