-A Palmask File is missing.
This means that the inserting the palette overwrites every color, which is no-go.
-Your Sample Level asks for an extra gfx that is not inculded (ExGFX9E)
-The Foreground Graphics are both inside a Foreground GFX Slot and a Background GFX Slot, even though only the Background Slot is used for the sample level.
-You're overwriting the colors usually reserved for backgrounds, even though the used colors would easily fit in the ones reserved for foreground tiles. (See this guide for reference)
-Your Taglist is using wrong tags, see this list for available tags
