Castle Grounds hill texture won't change

Hey guys, i'm re-texturing the castle grounds for a rom-hack i'm making, and I edited the hill texture but it seems the color won't change. I'm trying to make it grey, but the texture is always the same green no matter what. I'll show you what I mean:

Here's a screenshot from project64, as you can see the hill is still green with it's default texture.

However, here's a screenshot from Toad's Tool, where the texture has changed to grey as intended. I also checked in Quad64 and it keeps the hill as green. Any suggestions on what could be causing this/how I should change it?
I just recently realized after 10+ years that Dire Dire Docks is the bowser submarine level and Jolly Roger Bay is the one on the first floor of the castle
That texture is already grayscale, but it has vertex colouring applied to it. You'd need to edit the vertex colours, which I believe Quad64 supports.
How does one edit the vertex colours because I have the same problem.

download sm64paint. Also TT64 is very outdated you should use quad 64

Wow so helpful. I ALREADY TRIED THAT AND THAT ONLY CHANGES THE CASTLE.

also I use SM64 Editor, TT64, Quad64, N64Rip, SM64Paint and alot more.
