Typically when you use ExAnimation you use ExGFX too.

Contrary to what some level designers think, you are not "leaving a legacy" when you submit a level to the vldc contest. It has to be a remarkable and memorable level. In fact, I already forgot what most of the worst world levels were in vldc9 (besides z oddysey's level) and frankly I don't really care enough to remember them.

Put your maximum effort into your vldc level, make it the best level you can make! And everyone seems to be forgetting we have like a really long time left until contest ends :P so you have plenty of time. I think it's a bad attitude to enter the contest with though. You should be proud of your level and expect it to do well, if you don't think it will do well, then make changes
I just want to be sure about the recoloring stuff.
I want to use the mushroom platforms, but the green is already overwritten, Am i allowed to copy the Green colors to 5,9+, and edit the mushroom GFX to have these colors, so they use colors 9 A B C instead of 4 5 6 7 of palette 5?
Yes, that's pretty much what recoloring means!

In the first place of VLDC9, most pixels of the graphics were changed for black pixels.

This doesn't break the rules?
What did that level not be illegal?

You can merge palette colors. Multiple instances of black there are OK, to my understanding.

The tiles themselves weren't recolored to all have the same black color. It's just that the entire level palette is black except for the colors used by the outlines.

Ohh I see! So change the pallete isn't considered a "recoloring" process?
You can do whatever you want to the palette itself, in the palette editor.
The restrictions are only for actually drawing on tiles.

I guess its safe to assume that the yoshis "thank you for rescuing me!" textbox wont be an issue, as if my level is placed on YI it pops-up and breaks my level(layer3 tides)?

You are probably better of changing the submap unless you need slow Monty Moles in your level, just to be safe. If this text makes the level impossible (you said yourself that is has tides), then perhaps you may want to make a small level before your actual level that forces Yoshi block to be hit with message explaining it's here to prevent Yoshi message from removing tides.

Or use a trick to have tides with message boxes (warning: this will disable Layer 3 autoscroll when message shows up, will require usage of invisible water tiles to simulate tides, and require 1 ExGFX file, so it's not that useful). I could explain it if there is interest in it. There are so many neat vanilla tricks I collected over time, I just never got the opportunity to use them in my levels (although the trick in question I mention here was used in Gambly Night before, after I mentioned it to Wakana), and I keep finding new ones (most recent one would be vanilla reverse switch blocks, solid when switch in switch palace is NOT pressed).
It will be disabled in the final ROM anyway so you can safily make a hex edit to disable that message.
