The layout looks nice, but looks empty enemy wise.

Looks pretty. The only thing I'd question is the abstract cave section. Why did you made part of the backgrounds so bright? You should tone down them.

Also, feel free to edit the player palette too (don't forget Luigi!). I'm sure if you change the player in the same style as the level it will look a lot more interesting.

But your level is already pretty awesome. Be sure to make it fun and you might score pretty well. Looking forward for more!

Mario's palette needs to be edited, in my opinion. I think you should keep his outline, but make the rest black, just like the rest of the level.

The background on this really needs work.. I would just scrap the entire background and start over. Instead, maybe use the regular cave background, and make everything completely black, except for a blue outline around the edges? To sorta go with what you had in the first screenshot. Can't really comment much on design because it looks like a pretty average level. Aesthetics look nice though.
There is a rule that says that you cannot reduce the colors of tiles and only replace one color with another color. I'm pretty sure that you reduced the colors on this.
The colors hurt my eyes a little, but aside from that this looks cool.

You can set colors to be identical in palette, even if in graphics file they are going to be different.

(not sure what's the point of that rule when working around it is so easy, but whatever)
