FFII was actually being localized as
Final Fantasy II: Dark Shadow over Palakia, however the SNES came out at the time so Square was just like "no one's gonna buy an NES game with all the hype the SNES is getting" so they skipped ahead to IV
While with FFV, Square thought that the average gamer at the time wouldn't get into it as easily as with FFI and IV. There were plans to release it as Final Fantasy Extreme, marketed at a more hardcore audience, but even though Woolsey translated most of it, it got canned because Square thought Western audiences "weren't ready for another high-profile RPG" (which is bullshit lol). And then MQ happened
FFVI was just like "Let's just call this III so people don't notice the missing games"
Then FFVII happened and the naming nonsense was put to rest
The FFI -> FFIV jump was actually a good idea from Square in terms of sales
Enix released Dragon Quests I through IV, all on the NES (under the name Dragon Warrior, to avoid conflict with Simulations Publication's DragonQuest tabletop RPG series)
Sadly, due to FFI's more advanced gameplay (FFI came out shortly before DQIII in Japan, while it came out a year after DQI in the US) and Zelda's long lasting success, DQI&II were largely ignored, while DQIII&IV, despite being at around the same level of polish FFI and FFIV were, were completely eclipsed by the SNES
This resulted in Enix temporarily shutting their doors after publishing Quintet's first five SNES outings in America (ActRaiser 1&2, Soul Blazer, Illusion of Gaia (
Illusion of Time in PAL regions) and Robotrek), E.V.O: The Search for Eden, Produce's Brain Lord and 7th Saga, Ogre Battle, and
some garbage licensed game, to later reopen their doors in 1997 with the publishing of Treasure's Mischief Makers, followed by Bust-A-Groove 1&2, Star Ocean 2, the PSX Torneko's Mystery Dungeon game, the first Valkyrie Profile game and Dragon Quest VII (still under the name of Dragon Warrior), making Dragon Quest V and VI completely unavailable in the West outside of importing for years.
