They're called homebrew. There's a couple here, you can find more if you Google around a bit.

Any Super Mario World ROM is a commercial ROM. It's called that because it's a rip of a game that was made to be sold. Non-commercial ROMs are stuff Nintendo didn't make aka homebrew
