Carol refused to use the newest Lunar Magic because provides more VRAM for GFX data for priority, but also reduces VRAM amount for tile alignment.
C'mon, many SMW hackers have done better than Carol, anonimzwx, by example, revolutionized the SMW hacking with Dynamic Z and Dyzen and Kipernal make AddmusicK.
SMW hackers don't use XKAS anymore and there are a Romi's spritetool with ASAR support. Did the japanese hackers used ASAR?
Please, don't BAN me for this post, i'm not insulting the SMW japanese hackers, i just want to make their hacks better.
Probably depends on the individual and when they started working on their hack. Remember, Brutal Mario was started about a decade ago now. Even if carol wanted to switch over to all the newest tools and the latest version of Lunar Magic, it'd be an absolute pain to port everything over so it works with the new tools.
And for other old time ROM hackers there, same applies. Porting stuff to new versions of tools is a pain. So they don't bother for works that have been in development for years on end.
I suspect the people who just started with Lunar Magic and Mario ROM hacking in Japan use stuff like ASAR, current Lunar Magic, AddmusicK, etc.
Still, carol might start liking all these new tools soon. I mean, he's making some stuff for my own project, and that uses the latest version of Lunar Magic, AddmusicK and ASAR. So anything he contributes to Mario's Nightmare Quest will have to work with those tools.

As for Mario's Nightmare Quest? Well, it's currently on Fusion Gameworks, ROM Hacking.net or the GCN at the moment.
