Switch palace buttons won't press

I recently have been having an issue to where my switch palace buttons act like solid blocks, even though they are using the correct block settings, why is this happening?

Are you inserting them via MAP16? If you are, I would'n recommend you to do this. Thing is, they need the correct tileset to work, and you better insert them via the Extended Objects dialogue.

I rarely ever insert tiles in Map16, unless it's a tile I have to. So no, I didn't insert them using Map16.
As for 070B2 $00:EEB2, is this a hex edit I must make? Is 070B2 the hex adress I change 1E to 04?
