Is it allowed to collaborate and if so is there a limit to how many?

Lazy: That wouldn't be okay since you had to delete and re-add the same objects with different graphics. If you just edited the mushroom graphics in YY-CHR or whatever, that's fine, but you can't delete/re-add. Hope that clarifies things.
Do "-Use custom sprites, levelASM, patches, hex edits, music, SA-1." these things impact judging.
Warning to people trying to delete the sprites of their levels: the sprite selector will also select and delete any secondary entrances in your level. Be careful!

As Mario and the goal point count as sprites, can we move these to a different place? Example: moving Mario to the end of the level and the goal to the very beginning or only one of these (but with the goal point it would be meh, as we can't move objects and the post will float on pure air).

Depends on how well they are used. They will likely have an impact, but it could be negative g they are not used well.

Wormer; the goal sprite and Mario can, the goal point bar can't.
If the level entrance can be moved, I take it that the midway entrance can be moved as well?

I'm not S.N.N, so I can't really say yes or no to this, but I'd imagine that even if you can, the goal point is part-object, part-sprite, so it'd certainly look a bit weird to be compliant with the rules. You could use a custom sprite for that, but the actual goal point tiles will still be well near the beginning of the level... unless you're cool with sawing part of the level off.

Anyway, I messed around with this, but I couldn't get a feel for this contest. I guess I'm too much of a beginner with my level design, but no less, good luck to all the entrants! I'll be content to sit this one out, myself.

If you read the Rules post, it says 113 for Valley of Bowser 4, which is wrong. It should be 10F. Unless you mean Valley of Bowser 3...

EDIT: Can we change secondary entrances?
I don't even know what I'm actually doing anymore... will I ever finish a hack?
Are we allowed to go in MAP16 and edit the palette of the objects there?

So that would be the Change Properties in Header settings like making a level have a dark translucent background or whatever or making horizonal level be vertical as long as no objects are moved or deleted?

@S.R.H. It's a sprite. Why shouldn't you be allowed to delete it?
I thought Valley of Bowser 4 was Level 10F and Level 1BF.

Oh, jolly, another level design contest with ridiculously narrow constraints to the point of not being fun. It's not as if that's been the reason I haven't entered any 24-hour level design contests since the first back in 2011 or anything... (Well, okay, I almost entered the fourth one, but I think I ended up being too busy that day.)

I'm working on a hack! Check it out here. Progress: 64/95 levels.
It seems easy enough, but I always have problems with inserting custom sprites and things, and people are always really overcritical. I might try something, but I'm not going submit anything unless mine is good enough. I don't expect to win though. I just don't want people to make fun of my entry, and there are only 24 hours so that's not really a lot of time to have other people test it.

Edit: So we just put upload an IPS patch in the My Files section, and then put the hyperlink in the Submissions thread?
What if you use LevelASM to warp to another level say after collecting a certain amount of collectable items, or by collecting a certain powerup? Would this new level have to follow the same rules, or can it be a new level all together (I don't plan to do much, though:
Just a secret exit room
)? Or would this not be aloud at all?

E: And another question; is using Map16 for the Background aloud?
