What first - Overworld or Levels?

Title.

What should I do first: the overworld, or level editing? I'm having a little trouble with the overworld, and the overworld is going to take a LOOOONG time to do, so does it really matter if I start the overworld first?

There is really no wrong way to do it, you could make the overworld and build your levels off of that or make your levels then build an overworld around it. Personally I prefer the latter, but you kinda need to do what ever works best for you

ok
Personally, I prefer doing the overworld first so I can do something that fits the map without problems.
I prefer levels first because it makes it a lot easier to plan what the overworld would look like when you have the levels done but you can go with whatever floats your boat.

I guess I'll start with the levels first.
You can take either approach to making your hack, although I prefer to design levels before the overworld.

Actually, it is probably better to design the levels beforehand because I think developing the overworld first might be restrictive.

Even if you are designing the levels first, it would be a good idea to have a general image in your mind of what a certain part of the overworld looks like around the level. It will improve the consistency when the overworld and level themes and looks are compared.

With that said, it is ultimately your choice.
